Regression: [MD Settings]Delay is observed for loading page in 'Guest' mode after clicking on back navigation button.

OS: Windows(7,8,10), Mac(10.10.5,10.11.4), Linux

What steps will reproduce the problem?
(1) Launch chrome, switch to Guest mode and navigate to chrome://md-settings page.
(2) Click on Manage search engine link then click on back navigation button observe.

Actual: Delay is observed for loading the page after clicking on back navigation button.

Expected: Delay should not seen for loading the page after clicking on back navigation button.

This is a regression issue, broken in 'M-55', will soon update the other info:

Using the per-revision bisect providing the bisect results,
Good build:55.0.2862.0(Revision: 419063).
Bad build: 55.0.2865.0 (Revision: 419399).

You are probably looking for a change made after 419270 (known good), but no later than 419271 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
