Regression: [MD History] Focus get lost and not working as intended on 'History' page.

Issue description

Chrome Version: 55.0.2883.11 (Official Build)709e70a37ad5ea7e4155b38134d00530605f11bb-refs/branch-heads/2883@{#79} 32/64-bit.
OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS).

Precondition: Navigate to some webpages such that history gets generated on chrome://history page.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history page.
2. Click on 'Actions' button of any URL to open menu list and then press 'Tab' key.
3. Now, press 'Enter' key from keyboard and observe the focus.

After step-2, Focus get lost on pressing 'Tab' key from keyboard.
After step-2, Focus should move to 'View site information' in omnibox.

This is a regression issue, broken in M-55 series, below is bisect info.

Good build: 55.0.2875.0
Bad build: 55.0.2876.0

I don't think this is a P1 regression.

This only happens when navigating from the menu. Focus moves to the <body>, I think, and you can use shift-tab to go back to the menu button, or tab to wrap around to the omnibox.

I'm also not sure if there's anyway to fix this =/

I think that this bug is obsolete following the change to cr-action-menu.

Pressing tab with the menu open now closes the menu and refocuses the action button.
