Regression: Unwanted glimpse of vertical scroll bar is seen on Report an issue overlay for every fresh launch/user.

Issue description

Chrome Versio: 55.0.2883.11 (Official Build) 709e70a37ad5ea7e4155b38134d00530605f11bb-refs/branch-heads/2883@{#79}-32/64 bit
OS: Windows (7,8,10)

Steps:
1. Freshly launch Chrome and open Report an issue overlay (Alt+Shift+I) or via wrench menu>>Help.
2. Observe.

Actual: Unwanted glimpse of vertical scroll bar is seen on Report an issue overlay for every fresh user or fresh launch.

Expected: No such vertical scroll bar should be seen on Report an issue overlay.

This is a regression issue broken in M-55, will soon update bisect info.

Good build: 55.0.2881.0
Bad build: 55.0.2882.0

Note: Above issue is Windows OS specific, not seen on Mac and Linux OS.
