Need additional tests for new API on RequestCoordinator

RequestCoordinator::MarkRequestCompleted(), EnableForOffliner() - need to test that those behave correctly when called with a request_id that is not in the disabled list.

Also, EnableFOrOffliner() should be tested to resume a request.
