[Offline Pages] Pause on background load of offline page not necessary pausing load |

Issue descriptionThink there is a regression with Pause - perhaps with changing state on request not quite completing before picker re-picks the request. Repro: 1. Start background load from offline page internals page with good network 2. Pause the request and maintain good network 3. Notice that load will complete - even though notification thought it was paused. I expect moving to Task approach will resolve this but we may need to check M-55 and see if we need patch for it.

Pause now works again on ToT (after PickRequestTask landed). Also, I tried Pause on DEV 55.0.2883.9 and it worked - so regression did not end up in M-55. |
