For now if some tests fail with and without the patch, webkit-patch rebaseline-cl will rebaseline them. This causes unrelated rebaselines included in the patch which is not expected.

The situation happens especially for some bots having bugs causing failures not related to the patch. For example, some layout tests fail constantly on some windows bots but not the others. These tests should not be rebaselined otherwise they will break other bots.
