Steps to reproduce the problem:
1. Go to any website with non-english text
2. Right-click the content and select "Translate to English"

What is the expected behavior?
The foreign text would be translated to English through Google Translate

What went wrong?
Chrome will tell you that the page has been translated, despite no changes actually appearing on content.

I am on the current version of Canary. However, I have been experiencing this issue since the previous version.
