Chrome suggests passwords for sites that are blocked in password manager

Issue description

Version: 53.0.2785.143
OS: OS X El Capitan

What steps will reproduce the problem?
(1) Block a site in password manager so that chrome is not allowed to save passwords for that site.
(2) Open a sign up (or change password) page on that site and start signing up.
(3) Chrome will auto-suggest password

What is the expected output?
Chrome should either not suggest password or ask user to unblock the site. Latter would be my preference.

What do you see instead?
Chrome suggests the password. User has no idea that it won't be saved.

We have a UI regression with the new settings UI.

In the past it was pretty clear that the setting was "Offer to save passwords" and not "Enable the password manager". In the new UI, chrome://settings says "Manage passwords<br>Offer to save your web passwords" but only links to chrome://settings/passwords which has a plain On/Off button without any description.

We have two things we can do:
1) Change the meaning of the toggle to fully disable the password manager.
2) Make is clearer in context what On/Off means.
