[DevTools Feature Request] Filter resources by priority

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2887.0 Safari/537.36

Steps to reproduce the problem:
1. Open Network panel.
2. Type `minimum-priority:high` in Filter textfield.

What is the expected behavior?
Network panel only shows resources with a priority equal to or higher than the specified value.

What went wrong?
Not implemented.

Did this work before? N/A 

Chrome version: 56.0.2887.0  Channel: n/a
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 23.0 r0

This would be useful for Critical Rendering Path analyses.

Hi! Is there a reason why the filter name should be 'minimum-priority' and not just 'priority'?

priority:(VeryLow|Low|Medium|High|VeryHigh)

is what I'd suggest.
