Missing scrollbar arrows in devtools with Dark Theme

Issue description
Chrome Version : 53.0.2785.143
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

What steps will reproduce the problem?
1. Open the Chrome Devtools.
2. From the settings, set the Dark Theme.
3. You are now without scrollbar arrows (only inside the devtools)
What is the expected result?
I expect to see the arrows.
What happens instead of that?
I miss the arrows.
Please provide any additional information below. Attach a screenshot if
possible.

Your video confirm the problem since clearly you don't have the up/down arrows in the scrollbar when switch to the Dark Theme.

Able to reproduce the issue on Windows-10 and Ubuntu 14.04 using chrome latest stable #54.0.2840.59. Observed the scrollbar arrows are missing once enabling the dark theme on dev tools. This feature is not available on earlier versions of chrome #35.0.1849.0 later it got introduced in M50, Tested the same on #50.0.2624.0 and observed similar behavior as seen in latest stable. This is a non-regression issue and marking it as untriaged.
