[MD Settings] Tooltip doesn't display for 'Remove' icon under cookies section.

Issue description

Chrome Version: 54.0.2840.59 (Official Build) 5b2f167ccdaed3f1a90ec1084715fbb91b8d25b0-refs/branch-heads/2840@{#726} 32/64-bit.
OS: Mac(10.10.5)(10.11.5), Windows(7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/siteSettings/cookies
2. Hover the mouse pointer on 'Remove' icon under 'All cookies and site data' section and observe.

Tooltip doesn't display for 'Remove' icon.
Tooltip should display for 'Remove' icon.

This is a non-regression issue seen from build # 54.0.2834.0 as 'Remove' icon is introduced from revision number r413151
