imageCapture: zoom should be restored to its initial value when imageCapture is destroyed

Issue description

Google Chrome	55.0.2878.0 (Official Build) dev (64-bit)
Platform	8861.0.0 (Official Build) dev-channel link
JavaScript	V8 5.5.335.1

What steps will reproduce the problem?
(1) Get current zoom with imageCapture.getPhotoCapabilities()
(2) Current zoom is 1 for instance. Set zoom to "42" with imageCapture.setOptions({zoom: 42});
(3) Close tab
(4) Reopen tab
(5) Get current zoom with imageCapture.getPhotoCapabilities()

What is the expected output?
current zoom should be restore to its initial value "1"

What do you see instead?
It is now "42" for this tab and for all other applications using this camera.
