Regression: 'Add selected text to watches' context menu is seen and doesn't work in Source section of devtools.

Issue description

Chrome Version: 56.0.2888.0 (Official Build) 41c5c138b099891457c2e0cb965b8f24dacc403e-refs/heads/master@{#424625}-32/64 bit
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

Steps:
1. Launch Chrome and open devtools on NTP.
2. Go to 'Source' section, click on 'Content scripts' and right click under it and observe.

Actual: 'Add selected text to watches' context menu is seen even if nothing is selected and nothing happens on clicking it.

Expected: 'Add selected text to watches' context menu should not be seen and if seen, should work.

This is regression issue broken in M-55 and will soon update bisect info

Bad build: 55.0.2880.0 (Revision:422654).

You are probably looking for a change made after 422639 (known good), but no later than 422640 (first known bad).
