Progess bar not shown after prerender |

Issue descriptionSee details in bug 652746 comment #4: https://bugs.chromium.org/p/chromium/issues/detail?id=652746#c4 (There may be a problem with SetDeferCommits() being enabled for too long). I have observed other cases where the progress bar is never displayed after prerendering. In these cases, the page is not finished loading and the layout is updated multiple times, but the progress bar is never shown.
