Regression: Main menu remains open even if font size list is open in chrome://md-settings/

Chrome Version: 54.0.2840.59 (Official Build) beta 5b2f167ccdaed3f1a90ec1084715fbb91b8d25b0-refs/branch-heads/2840@{#726} (32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/
(2)Click on 'main menu' button from top left side.
(3)Press tab key till focus reaches 'font size' and hit 'enter' key observe.

Actual: Main menu remains open even if font size list is open.

Expected: Main menu should close once font size list is open.

This is a regression issue broken in 'M53' and will soon update other info.

No longer reproducible. Making the menu into a dialog fixed this.
