Regression: [MD Settings] Arrow key navigation doesn't work properly on 'Manage search engine' overlay.

Issue description

Chrome Version: 54.0.2840.59 (Official Build)5b2f167ccdaed3f1a90ec1084715fbb91b8d25b0-refs/branch-heads/2840@{#726} 32/64-bit.
OS: Windows(7,8,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/searchEngines
2. Press 'Tab' key till focus reaches to three dot menu iron icon.
3. Now, press down arrow from keyboard and observe the focus.

On pressing down arrow key, focus doesn't move through three dot menu iron icon.
On pressing down arrow key, focus should only move through three dot menu iron icon.

This is a regression issue, broken in M-54 series, below is bisect info.

Good build: 54.0.2832.0 
Bad build: 54.0.2834.0

I don't think the old behavior is necessarily expected. It was an artifact of the previous implementation. It certainly isn't a P1.

Resolving as WontFix unless there is a compelling argument that the old behavior is more consistent with expected MD behavior.
