Steps to reproduce the problem:
1. Open http://s.codepen.io/joshhunt/debug/XjqQBB in iOS Chrome
2. Tap in third text field
3. Scroll to top a little bit and let go

What is the expected behavior?
Currently selected input field is in view and page is able to be freely scrolled to view rest of page

What went wrong?
The view is 'snapped' to the top and you're unable to scroll to other parts of the page, or see what you're typing (if third field has focus)

This works fine in iOS Safari on the same device. This is a problem with the Chrome iOS app.
