Give a clearer name to the root directory of local drive and move Downloads into it.

Issue description

Files app has "Downloads" as a root directory of locally-stored files.
But, Downloads sounds like a folder for temporary downloaded files.
These days, apps can safe/modify files under Downloads, and users will expect that the files are not temporary.
We can make the structure of local drive better by renaming the root directory from Downloads to something like 'home', and having Downloads directory under the root directory.

Weifang, is there a one-pager, or is go/arc++storagev2 the only design doc?
