Regression : Unwanted shifting of permission row is seen in 'view site info' and bubble does not close using ‘x’ icon.

Issue description

Chrome Version : 56.0.2887.0 (Official Build) 731c9896052c3824ec4630a1461738ecbccb16b5-refs/heads/master@{#424315} 32/64 bit
OS: Windows(7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome and navigate to https://www.google.com.
2. Click on ‘view site info’ icon and try to change permission for any item, observe.

Actual : Unwanted shifting of permission row is seen after changing the permissions and permission bubble does not close after clicking on ‘x’ icon.
Expected : Permission row should not shift after changing the permissions and bubble should get closed on clicking ‘x’ icon.

This is a regression issue broken in ‘M-55’, below is the Manual Regression and will soon update bisect info.
Good build : 56.0.2886.0
Bad build : 56.0.2887.0

Correction : 

Actual : 
1. Unwanted shifting of permission row is seen after changing the permissions and permission bubble does not close after clicking on ‘x’ icon.
2. 'Site settings' link does not navigate to 'Content settings', instead it navigates to a 'cookies' overlay.

Expected : 
1. Permission row should not shift after changing the permissions and bubble should get closed on clicking ‘x’ icon.
2. 'Site settings' link should navigate to 'Content settings' only.

This is a regression issue broken in ‘M-56’, below is the Manual Regression and will soon update bisect info.
Good build : 56.0.2886.0

Using the per-revision bisect providing the bisect results,
Good build:56.0.2886.0 (Revision: 424099).
Bad build: 56.0.2887.0 (Revision: 424315).

You are probably looking for a change made after 424246 (known good), but no later than 424247 (first known bad).

The script might not always return single CL as suspectas some perf builds might get missing due to failure.

This is a known limitation of the current implementation, which we decided was not severe enough (compared to other burning issues) to need an immediate fix.
