Content Modularization Project: Update Service

Extract component update & dependency management into a service that can update the packages managed by services/catalog.

This probably shouldn't be part of the Catalog service itself, as the Catalog service is very low level and probably shouldn't know about networking.

This component update service should be able to support native chrome components, extensions, bundled plugins (e.g. flash), etc.
