hp chromebook #1 thinks it a project fi phone

Issue description

Version 53.0.2785.154 (64-bit)
Platform 8530.96.0 (Official Build) stable-channel kip
Firmware Google_Kip.5216.227.58



HP Chromebook #1.  Normal operations. Device thinks it's a phone (ALL MY GOOGLE SETTINGS HAVE BEEN HACKED).

This behaviour is related to my login and persists on the device even after power washing.  and is connecting to all my neighborhoods open hotspots.  It also looks like it's possibly connecting to neighborhood routers or spoofing/arp cache poisoning. TPM errors
