HP chromebook #2. Normal operations. device thinks its a project fi phone (MY SETTINGS HAVE ALL BEEN HACKED)  

This behavior is related to my google settings, but persist on the device even after I power wash and logon with an entirely new email account.  It also looks like it may be arp cache poisoning my neighbors routers.  TPM errors.

Please help
