Link MediaSessionTabHelper with content::MediaSession

Seems passing MediaSession messages through WebContentsObserver is getting worse as we are going to have more signals in both ways. We should link them MediaSessionTabHelper with content::MediaSession to reduce the redundant plumbing. It should be safe since MediaSession is currently also per tab.

Does this make sense guys?
