  Reason: Suite job failed or provisioning failed.

The issue appears to repeat an earlier issue:  crbug.com/641312 , where provisioning devices failed because the repair image was too old.

The resolution last time involved updating the repair image.

That bug seemed to imply this was important to fix, so I gave this repeat P1 status. Feel free to change if not so.
