Webview crashes on copy for some devices

Please see the internal bug b/31501780

WebView unexpectedly crashes for some devices when trying to copy text. Because this only occurs for certain vendors, it appears that this is due to modifications to the android clipboard code.

Don't let WebView crash on copy-paste

WebView would previously crash on copy-paste for certain devices. This more
carefully handles exceptions when getting ClipData.Items.
