Not secure UI should not roll

Issue description

It looks like the not secure UI rolls with user's head. This is different from how the underneath WebVr content react to roll.

We probably shouldn't roll the UI since I assume most vr content won't roll with users head pose. Also phone might not be placed in the viewer perfectly horizontal, which could result a not leveled UI box even after user reset pose.

I think this is WAI, it's just head locked and doesn't roll or move as such. The perceived roll is just due to the rest of the scene having a head-relative rotation. Using part of the rotation matrix seems strange. Do you feel strongly about this?

As far as I know Daydream auto corrects the phone placement based on the two capacitive nubs that let the phone detect the current position.
