Issue description

I don't think we have tests for that yet, so will need to add conformance tests and then the implementation.

Note: I think we should add these new tests for 2.0.1. Just my opinion.

Sounds good.  Let's still implement the tests and Chrome code, but add a 2.0.1 version to the tests.

Per discussion with kbr, the easiest way to add test coverage seems to be expanding the existing compressed texture extension test to cover uploading from pbo (if it's WebGL2)
