CQ / tryjobs for branches

it should be possible to run tryjobs on branches for merges, and use the CQ to land stuff

The former would help when you have to non-trivially modify a patch for the merge, and the latter would help for non-committers to be able to merge

The latter already works by setting
NOTRY=true
NOPRESUBMIT=true
in the CL description, which maybe the new merge_to_branch script already sets automatically? @hablich: Is that documented?

The former is tricky and is the same as issue 569479.
