Child DIV's scroll properties are overridden by parent DIV if video is present

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. Open https://jsfiddle.net/pnrLb5ox/

What is the expected behavior?
There should be a red footer at the bottom of the page.

What went wrong?
The red footer is hidden. It seems to be part of the parent DIV and hence it is taller than the page, it is hidden because of parent scroll property. It happens only if video is present (if it is deleted in dev tools, everything is fine) and both parent and child DIVs have a fixed position.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 53.0.2785.143  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

I can confirm the red bar is **not** rendered in:
  Chrome stable 53.0.2785.143
  Safari 10
but is rendered in:
  Chrome Canary 55.0.2882.4
  Firefox
  Edge

Allow me to mark as WontFix since this has been already addressed. If you see different behavior in Canary, please add comments and we're happy to investigate further.
