ARC++: Google Chrome OS does not support launching an external application to handle djay: links.

Steps to reproduce the problem:
1. Install djay 2 from google play
2. Try to log in spotify
3. ChromeOS cannot handle it

What is the expected behavior?

What went wrong?
ARC++ in Chrome OS must handle Android log in request.

Chrome OS M54+ can handle it. Please retry once M54 hits the stable channel.
