Issue description

"ExistingUserControllerPublicSessionTest.LoginStopsAutoLogin" is flaky.

alemate, is there any chance this could be related to the MD-OOBE? The times roughly line up:
Failure on 10-04, you disable MD-OOBE on 10-06, re-enable on 10-10, and then new failures on 10-11.
It's a bit of a stretch, but nothing else looks related.
