Improve the notification behavior of background video playback on custom tabs

createBringTabToFrontIntent() in custom tabs returns null. Therefore if we play a video in a custom tab in background, and open several other apps, it will be hard to get back to that custom tab since the media notification does not bring the custom tab to front.

Is there any intention to address this? createBringTabToFrontIntent() in custom tabs still returns null.

The this is an issue with how Custom Tabs are working.
