What steps will reproduce the problem?
(1) Boot device

What is the expected output?
User pods are shown all at once

What do you see instead?
* white bars with user password input / name is shown
* rest of the user pod is shown

Result is suboptimal and unpolished UX which is also a regression.

Can this be a result of introducing -> on the user pods?
