Elements panel hovering broken with html tables

Reported by groo...@gmail.com, Oct 11 2016

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2886.0 Safari/537.36

Steps to reproduce the problem:
1. Open http://www.w3schools.com/html/html_tables.asp
2. Select a table row, right click on inspect
3. Hover or click on any selector on the element panel

What is the expected behavior?
Every element on the page should be selectable (and so highlighted)

What went wrong?
Hovering or clicking on any selector on the element panel will highlight the different elements ONLY if they are at the same level (within the same container) of the current one or defined after (inside a container defined below the current container).

Anything defined above the current selected element CONTAINER will not be selectable and the whole page will be highlighted.

Also any unfolded (little triangle) element will not be foldable anymore.

Did this work before? N/A

Chrome version: 56.0.2886.0 Channel: n/a
OS Version: OS X 10.11.6
Flash Version:

This doesn't concerns only table, I've used tables only for example

Probably I should have changed the title since this doesn't concern only tables.
