"Something went wrong when we tried to publish" when trying to publish a chrome extension

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
I just went to the chrome developer dashboad, and uploaded a new version of my app. Then, as usual, pressed publish changes, and I got "Something went wrong when we tried to publish. Google has been notified." error message and it doesn't publish the extension

What is the expected behavior?
It should have said that the extension will be uploaded within 60 minutes..

What went wrong?
I got "Something went wrong when we tried to publish. Google has been notified." error message and it doesn't publish the extension

Now I succeeded uploading it, and it says it has been published, but it still displays the old version! Please help me as soon as possible I have to release this update today!
As you can see it says published, but on the bottom left at the store it still displays the old version. also I uploaded a new logo and changed the description text and uploaded new screenshots.

Tested on windows 7 using Chrome stable 53.0.2785.143  and issue is not reproduced. Also verified on Mac OS 10.11.6.

Attached screenshot for reference . Could you please try a system restart and redo it on the chrome. If you still face the issue please provide us your observations.
