Move NSVisualEffectView management from TabWindowController to BrowserWindowController

After landing https://codereview.chromium.org/2404783002

NSVisualEffectView is hidden when window goes to fullscreen and shown when window exits fullscreen. TabWindowController does not have a clean way to listen for fullscreen enter/exit signals hence NSVisualEffectView management should be moved to TabWindowController.
