Page elements are accessible via TalkBack despite fullscreen media player

Issue description

Version: 55
OS: Android

What steps will reproduce the problem?

(0) Enable TalkBack
(1) Go to codelab.ktam.org/videord.html
(2) Open a media player to full screen
(3) Swipe left or right

What is the expected output?

Only the full screen media player should be accessible

What do you see instead?

It starts going through other elements on the page (e.g. other divs/media players)

It sounds like the issue that the accessibility code doesn't care about what's visible and not. I guess that's by design, but the question is if fullscreen should be a special case. I'm inclined to say that it shouldn't be, even when in fullscreen it's possible to give the fullscreen element opacity:0.5 and see other parts of the page.

Any change would probably involve something about how the AXObject tree is created or traversed, so assigning to aboxhall@ and CC dmazzoni@.

Assigning to dmazzoni@ per discussion earlier. It sounds that it might only happen when a <video> is fullscreened, contrary to "regular" use of the fullscreen api.
