File replacement confirmation when downloading should refer to "Downloads" |

Issue descriptionVersion: 55.0.2883.6 OS: Android What steps will reproduce the problem? (1) Download something, e.g. http://video.webmfiles.org/big-buck-bunny_trailer.webm (2) Download it again What is the expected output? It should ask to replace existing file in "Downloads" and perhaps link to Downloads Home instead of Android downloads app? What do you see instead? It says "Do you want to replace the existing FILENAME in Download?" when I'd expect it to say Downloads. It also opens to the Android downloads app if you tap it. That would make sense. However, the user needs to click on the "Downloads" menu item to see it. Its unfortunate that we have a mismatch between the directory and the menu item. On balance, I think it is more important to the user to see the name of the thing that they need to click on in order to see the file (Downloads in Chrome, Downloads app, etc.) rather than the directory, which for most users won't ever be seen. WDYT?

Honestly don't care much either way. It might make sense to revisit whatever decision is made here when files can be downloaded to other directories, though.

I agree that the text itself isn't a big deal. Where it goes when the user clicks on it is more important. This is key to helping users discover our new downloads home. Since we are going to change the destination anyway, I am inclined to go ahead and change the string to the more intuitive "Downloads".
