Implement Page Info strings for Safe Browsing sites.

Issue description

Version: 56.0.2887.0

What steps will reproduce the problem?
(1) Visit https://ianfette.org
(2) Click the Dangerous icon

What is the expected output?

Some string about malware?

What do you see instead?

The same strings as you see on https://expired.badssl.com or http://nytimes.com, about connection security. See screenshots.

Word on the street from emilyschechter@ is that there are supposed to be different strings for malware/phishing pages.

https://testsafebrowsing.appspot.com/s/malware.html is another good test site. On that site I see the "Your connection to this site is not secure" string on the interstitial, but I see "Secure connection" after clicking through the interstitial.

felt@ and I implemented Issue 615123 (Implement dangerous icon for Safe Browsing sites) and  Issue 512442  (Material Page Info) in parallel. We need to hook them up.
Summary: Implement Page Info strings for Safe Browsing sites. (was: Page info strings are the same on malware/phishing as on broken-https/http)
