Mouse cursor remains stuck over ARC dialog

Issue description

When an ARC app crashes, I see an "Unfortunately, ____ has stopped." dialog. When I move the mouse cursor over the dialog and then off of it, I get a stale mouse cursor image stuck in the last position above the dialog.

Presumably we're doing some tricks to manually draw a cursor over the Android window, but it looks like we aren't correctly hiding it when we move off of it.

(Aside: the font rendering in the dialog is weird but I don't know if we have any control over that. :-P) 

I'm using ToT-ish (Oct 7-10) Chrome and ARC builds.

Here's a photo that demonstrates the actual problem (since you can only see the Android cursor in the previous screenshot).

Should I have filed this in Buganizer instead?
This is a regression so if someone could do bisect to find out what caused this to break that would be very useful.
