Password manager takes up to 2 minutes to fully load

Chrome Version       : 53.0.2785.143
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x: FAIL
     IE 7/8/9:FAIL

What steps will reproduce the problem?
1. Go to Settings - advanced - password manager
2. Go to passwords.google.com
3.

What is the expected result? Load time varies between 30 seconds and 2 minutes.
Was loading instantly til recenly.


What happens instead of that?


Please provide any additional information below. Attach a screenshot if
possible.

Unable to reproduce this issue, we tested this issue on windows 10, Windows 7 machine with chrome version stable 53.0.2785.143. 
Observed that in settings->Advanced page "Manage passwords" page is opening instantly.
Check the attached screencast.

Could you please try this scenario with clean profile without using any apps or extensions in your browser and let us know your observation.

Have disabled all extensions (no apps) and the situation remains the same.
 30 seconds to populate.

I have just updated to Version 54.0.2840.59    The passwords still take
over 30 seconds to load.
