GUI bug - Reopen closed tab

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. Close an opened tab.
2. Right-click on top bar.
3. Menu option "Reopen Closed Tab" is greyed out.

What is the expected behavior?
To have that option clickable.

What went wrong?
I know this isn't a critical problem, but it has been annoying since long time. i.e version 38. Link: https://productforums.google.com/forum/#!topic/chrome/eh-W-71zLZ4

Chrome version: 53.0.2785.143  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

For every time I want to reopen a closed tab, we are forced to right-click twice at least to make the option clickable. Keyboard shortcut works fine though.

Unable to reproduce this issue, we tested this issue on windows 10 machine with chrome version stable 53.0.2785.143. 
Observed that once you close the tab, after right clicking on the toolbar, "Reopen closed tab" is available to click.
Check the attached screencast.

Could you please try this scenario with clean profile without using any apps or extensions in your browser and let us know your observation.
