Migrate Infra logging to v2 cloud logging API. |

Issue descriptionThe v1 cloud logging API will be deprecated March 30, 2017. Some infra tools depend on this API, notably: - cloudtail: https://chromium.googlesource.com/infra/infra/+/b084a10c46cef32de02ae3c24413be6c9182971a/go/src/infra/tools/cloudtail - luci-go's "cloudlog" logger: https://github.com/luci/luci-go/tree/6d5e649ebb7def4de9ec72e6dc0de5a7acb0146a/common/logging/cloudlog - Monitoring Proxy's custom cloud logger: https://chromium.googlesource.com/infra/infra/+/b084a10c46cef32de02ae3c24413be6c9182971a/go/src/infra/monitoring/proxy/logging.go - (This should just use "cloudlog", just hasn't been updated yet) These need to be updated to v2 API before the deadline. I recall there being some trouble migrating to v2 API because of the log organization in the log viewer dashboard was uncooperative.

Moved to Infra>SDK since this is a service specific alert update. Added label "Ops-AddMonitoring" to track monitoring tasks over services.
