Copied link is not displayed in Todays extension occasionally

Issue description

App Version: M54.0.2840.50 beta
iOS Version: 10.1
Device: iPhone7
URL: any

Steps to reproduce:
  1. Launch Google Chrome
  2. Open any webpage and copy the URL
  3. Background the app, Force touch on app icon

Observed results: Copied link is not displayed in force touch options.

Expected results: Copied link should be displayed.

Note: This is not reproduced consistently. Opening NTP and placing the cursor in Omnibox shows the "Link you copied" suggestion, but nothing comes up in todays extension.

This is reported against iOS10.1(beta) can we repro on 10.0.2 as well? I'm assuming it's not an issue with 9.x because the functionality is new in 10?

Since this is an iOS10 issue, I'd like this to prioritize a fix if possible for M54. I don't think it should block (given the # of users with FT-enabled devices affected) but it is a power-user feature which coincides with using the latest hardware.

And is it reproducible on canary? or is it a beta only bug?

You say it does not reproduce consistently. Is it 4/5 or more 1/5?
I will try on my ios 10.0 device to see if I can reproduce.

It is reproducible on M55 canary also.
Frequency I say: 1/5. I saw the link for sure once in (M54 beta build), 3d touch options and after sometime it disappeared. I still have a valid link in my clipboard. So I tried deleting and reinstalling the app but not able to reproduce.
I tried on my iPhone here that has iOS10.0 and could not reproduce.
Do you confirm it is iOS10.1 only?

If you can reproduce, can you precise if it is written "No copied link" on the widget?
I am trying to repro on other iOS versions.
"No copied link" is not displayed. It shows blank. Please take a look at the screenshot in the bug report.

I am able to repro this on iPad Air iOS 9.3.5 on build 58.0.3000.0 Canary
