CrOS syncs input settings across devices

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8743.57.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.51 Safari/537.36
Platform: 8743.57.0 (Official Build) beta-channel samus

Steps to reproduce the problem:
1. Configure mouse on one device
2. Switch to other device
3. Observe that mouse settings transfer

What is the expected behavior?
Input settings are localized to a given device

What went wrong?
I have a Pixel which I doc with a trackball. I have a given acceleration and button orientation on said trackball.

I also have a Chromebox with a mouse attached. I set a different acceleration and button orientation on my Chromebox.

The reconfiguration transferred undesirably to my Chromebook.
