Unnecessarily background overlay scrolls on pressing Up/Down arrow keys in chrome://settings/content

Issue description

Chrome Version:56.0.2886.0 (Official Build) aa3f2f3a48ffd2ac9ea7585f6a2ae1399f360532-refs/heads/master@{#424099} 
OS: Windows(7,8,10), Mac(10.10.5,10.11.4),Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate chrome://settings/content.
2. In content settings overlay, scroll down and go to ‘Full screen’ section.
3. Click on ‘Manage Exceptions’ button and press Up/Down arrow keys, observe the background overlay.

Actual:Unnecessarily background overlay scrolls on pressing Up/Down arrow keys even when the focus is in ‘Full screen Exceptions’ window.

Expected:Background overlay should not scroll on pressing Up/Down arrow keys when the focus is in ‘Full screen Exceptions’ window.

This is a Non-Regression issue seen from M-30 series (30.0.1549.0)
