Regression: After login, Page doesn't navigate to 'Advanced sync settings' overlay.

Chrome Version: 55.0.2883.6 (Official Build)7baa26fcf5c0933d5718c621debbd5d380696639-refs/branch-heads/2883@{#11} 32/64-bit.
OS: Mac(10.10.5)(10.11.5), Windows(7,8,8.1,10), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings page.
2. Click on 'Sign in to Chrome' button under 'Sign in' section.
3. Now, login with valid credentials and observe.

After login, page doesn't navigate to 'chrome://settings/syncSetup' page.
After login, page should navigate to 'chrome://settings/syncSetup' page.

This is a Regression issue broken in M-53 series, below is manual regression range.
 
Good build- 53.0.2746.0 
Bad build- 53.0.2748.0

Since unable to sign in into chromium build hence unable to provide bisect info. Below is change log URL.
