Issue descriptionChrome Version: 55.0.2883.6 (Official Build)7baa26fcf5c0933d5718c621debbd5d380696639-refs/branch-heads/2883@{#11} 32/64-bit. OS: Mac(10.10.5)(10.11.5), Windows(7,8,8.1,10), Linux(14.04 LTS) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/siteSettings/cookies 2. Hover the mouse pointer on the name of any link under 'All cookies and site data' and observe. Unnecessary hand pointer appears on the name of the link. Hand pointer should not appear on the name of the link. This is a regression issue, broken in M-54 series, below is manual regression range. Good build: 54.0.2817.0 Bad build: 54.0.2819.0 Kindly review the attached screen-cast for reference.

Using the per-revision bisect providing the bisect results, Good build:54.0.2817.0(Revision: 409416). Bad build: 54.0.2819.0 (Revision:409769). You are probably looking for a change made after 409432 (known good), but no later than 409433 (first known bad). Still we are able to reproduce the issue on latest dev verion-56.0.2922.1 and canary version-57.0.2926.0 . dschuyler@Could you please take a look into this issue. Thanks.
