Regression: Unnecessary tooltip is seen for 'Reload to view details' text in 'Security' section.

Issue description

Chrome Version:56.0.2886.0 (Official Build) aa3f2f3a48ffd2ac9ea7585f6a2ae1399f360532-refs/heads/master@{#424099} 
OS: Windows(7,8,10), Mac(10.10.5,10.11.4),Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window on NTP and navigate to 'Security' section.
(2) Hover mouse on 'Reload to view details' text and observe.

Actual: Unnecessary tooltip is seen for 'Reload to view details' text in security section.

Expected: No such a tooltip should seen for 'Reload to view details' text in security section.

This is a regression issue broken in ‘M-55’, below is the Manual Regression and will soon update bisect info.
Good build : 55.0.2861.0

Bad build: 55.0.2862.0 (Revision:419063).

You are probably looking for a change made after 419061 (known good), but no later than 419062 (first known bad).

I don't think this is a problem. We have tooltips for all sidebar elements.

There is no need of tooltip as this is in disabled state and even clickble.
