Non-Regression : Arrow pointer is seen instead of Hand pointer at Main menu in Google Docs and Sheets

OS: Ubuntu 14.04,Windows,Chrome

What steps will reproduce the problem?
(1)Launch chrome -> Sign into Account -> Now open Google Docs 
(2)Hover the Mouse at Main menu and observe Arrow pointer (Please refer Video)

Expected: Hand pointer should be seen at Main menu Icon 
Actual: Instead Arrow pointer is seen

This is Non-Regression Issue seen from M-36

Note : Same Issue is seen in Google Sheets

Able to reproduce the issue on Mac OS 10.12 using chrome latest Dev #55.0.2883.6.
